Requirements for Vesicular Stomatitis
Please find the most current state requirements regarding
moving horses and Versicular Stomatitis.

Requires a statement on health certificate that horses be
free of signs and come from a premises at least 10 miles from a positive

Requires any horses coming from a state with any area of
quarantine for VS to have a statement on the Certificate of Veterinary
Inspection that the animal/s listed on the CVI do not have any lesions
consistent with VS and have not originated or been in an area under quarantine
for VS. Also requires any
Horses may enter
All veterinarians issuing Certificates of Veterinary
Inspection for livestock including equine, bovine, porcine, caprine, ovine, and
cervidae transported into Illinois from any state with a confirmed diagnosis of
vesicular stomatitis within the past 30 days must include the following
statement on the Certificate of Veterinary Inspection: "Vesicular
stomatitis has not been diagnosed on the premises of origin within the past
thirty days. I have examined the
premises of origin and have found no signs of vesicular stomatitis."
For a horse to enter into
1. The horse must be
fully identified on a CVI.
2. A permit number
must be obtained. This can be done by calling the MDA Animal Health Section at
410-841-5810.
3. The horse must have a negative VS serology test within 10
days of coming into
4. The CVI must have a statement to the effect that the horse
is showing no symptoms of VS at the time of exam and has not been within 10
miles of a premise on which VS has been diagnosed within the last 60 days.

All animals identified on this health certificate have been
examined and found to be free from Vesicular Stomatitis. During the past 30 days, these animals have
neither been exposed to nor located within 10 miles of an area where Vesicular
Stomatitis has been diagnosed.
In addition to the entry requirements found in 302KAR20:040 -
Entry into Kentucky, all livestock (including horses), wild and exotic animals
originating from the non-embargoed areas of a state having confirmed cases of
VS are required to meet the following conditions prior to entering Kentucky.
1. Be tested and found negative to VS using a USDA approved
test with the sample collected during the 10 day period prior to the animal's
arrival in Kentucky.
2. Equine from a non-embargoed area must be tested using the
C-Elisa Test with the sample collected during ten (10) day period prior to the
animal's entry into Kentucky.
2. Have an entry permit issued by this office recorded on the
Certificate of Veterinary Inspection. Permits will be issued Monday through
Friday
3. Be accompanied by a Certificate of Veterinary Inspection
indicating that examination of the animals occurred during the five (5) day
period prior to arrival in Kentucky and containing the following statement:
"Animals represented on this CVI have not originated from a premise or
area under quarantine or on which vesicular stomatitis has been diagnosed in
the past thirty (30) days or from an embargoed area restricted from entry into Kentucky.

There are currently no bordering states defined by the KY
Dept of Agriculture
In addition to the entry requirements found in 302KAR20:040 -
Entry into Kentucky, all livestock
(including horses), wild and exotic animals originating from a state which has
a common border with a VS Embargoed Area are required to meet the following
conditions prior to entering Kentucky.
1. Have an Entry Permit issued by this office recorded on the
Certificate of Veterinary Inspection.
Permits will be issued Monday through Friday 8:00am - 4:30pm
EDT.
2. Be examined during the five (5) day period prior to the
animal's arrival in Kentucky with a Certificate of Veterinary Inspection
completed by the examining veterinarian.
The certificate shall have the following statement included:
"Animals represented on this CVI have not originated from a premise or
area under quarantine or on which vesicular stomatitis has been diagnosed in
the past thirty (30) days or from an embargoed area restricted from entry into
Equine entering Kentucky from a state which has a common
border with a VS Embargoed Area shall be accompanied upon their entry into
Kentucky with a negative test for VSV (the Complement Fixation, Virus
Neutralization and CELISA tests are accepted). The sampling shall be conducted
during the ten (10) day period prior to the animal's entry into Kentucky.
(1) Importation of livestock from a known VS state or region
as designated by the United States Department of Agriculture shall be
restricted as follows:
(a) No hoofed livestock may enter
(b) All hoofed livestock originating from a location greater
than ten (10) miles, but less than one hundred (100) miles, from a premise
where vesicular stomatitis has been diagnosed since January 1, 2005, are
subject to the following requirements:
1. Livestock from shipment shall be examined by an accredited
veterinarian to determine that they are free from vesicular stomatitis and shall
be accompanied by a Certificate of Veterinary Inspection with the following
written statement signed by that accredited veterinarian:
"All animals identified on this Certificate of
Veterinary Inspection have been examined and found to be free from vesicular
stomatitis. During the past 30 days, these animals have neither been exposed to
vesicular stomatitis nor located within ten (10) miles of a premise where
vesicular stomatitis has been diagnosed."
2. Evidence of a negative test for vesicular stomatitis
conducted within ten (10) days of shipment is required.
3. An entry permit number must be obtained from the Tennessee
Department of Agriculture by calling 615/837-5120 during normal working hours
and must be recorded on the Certificate of Veterinary Inspection for each
livestock shipment.
4. All livestock meeting these requirements will be
quarantined upon entry into

Restriction applies not only to horses but any species
susceptible to VS, and reads as follows...
...the following
statement must be included by the accredited veterinarian on any official
interstate health certificate of veterinary inspection for importation of
equidae, cattle, sheep, goats, bison, new world camelids, swine, or captive cervidae
into Michigan: I have examined the animals listed on this certificate and have
found no clinical signs of vesicular stomatitis. To the best of my knowledge, these animals
have not been exposed to vesicular stomatitis, nor have they been vaccinated
with a vesicular stomatitis vaccine within the previous 30 days.
Any person importing animals into the state of Michigan is
required to comply with all of the statutory and regulatory provisions of the
State of Michigan relating to animal health outlined in Public Act 466 of 1988,
as amended, and Regulation 112 pursuant to Public Act 339 of 1919, as amended,
Public Act 239 of 1992, Public Act 358 of 1994, and Public Act 200 of 1996.
Any listed animal for which
the veterinarian cannot make the statement above is not accepted for import.
In addition to the requirements found in the current Animal
Importation Regulations (Title 23 NAC, Chapter 2)...
1. All imports of
equine (including horses, donkeys, mules, etc.), bovine (including cattle, bison, etc.), sheep goats,
swine, cervidae (including elk, deer, etc.), and camilids (including camels,
llamas, alpaca, etc.) from any state which has had a confirmed Vesicular
Stomatitis positive animal, shall obtain a pre-entry permit prior to import into
Nebraska, and this permit number shall be listed on the Certificate of
Veterinary Inspection (CVI); and
2. The following statement
shall be written on the CVI by the issuing veterinarian: the animals represented on this CVI have not
originated from a premises or area under quarantine for Vesicular Stomatitis or
a premises on which Vesicular Stomatitis has been diagnosed in the last 30
days. I have examined the animals and
found no signs of Vesicular Stomatitis.
Horses entering from states with VS are required to obtain a
permit number from the State Animal Industry Board (605) 773-3321. In addition, horses must be accompanied with
a:
Official Health Certificate (with permit number)
Negative Coggins test within the past 12 months
VS statement on the Health Certificate that reads as follows:
"The animal(s) represented on this health
certificate have not originated from a
premises or area under quarantine
for Vesicular Stomatitis, and none are known to have been exposed to Vesicular Stomatitis. I have examined the animals and found no
signs of Vesicular Stomatitis."
