WELFARE

Horse owners and horse organizations are concerned about the welfare of the horse and are committed to always “Put the Horse First.” Each understands their responsibilities to the horses they use in their activities and the welfare, safety and stewardship of the horse are guiding principles for all segments of the horse industry.

The American Horse Council promotes the safety and welfare of all horses by working with Congress and Federal agencies to ensure that laws or regulations regarding equine welfare are appropriate and designed to protect horses and their use in various activities including breeding, training, competition, work, recreation, and transport.

The American Horse Council also promotes equine welfare by working with other organizations to educate the others about the responsibilities of owning, using, and caring for horses.
 

WELFARE LEGISLATION
HORSE TRANSPORTATION SAFETY ACT OF 2009

Over the years there have been accidents involving horses being transported in double-decker trucks.  The most recent accident was in Wadsworth, Illinois in 2007 involving the overturning of a double-deck cattle truck carrying 59 Belgian draft horses.  Eight horses died at the scene and ten were later euthanized. PREVENTION OF EQUINE CRUELTY ACT OF 2009

On January 14, 2009 Representative John Conyers (D-MI) re-introduced the Prevention of Equine Cruelty Act of 2009 (H.R.503).  This bill would prohibit transporting horses with the intent that they be used for human consumption. READ MORE

WILD FREE-ROAMING HORSES AND BURROS LEGISLATION

On February 12, 2009, Representative Rahall (WV-D) introduced “a bill to amend the Wild Free-Roaming Horses and Burros Act to improve the management and long-term health of wild free-roaming horses and burros” (H.R. 1018). READ MORE

USDA APPROPRIATION BILL

On October 8, 2009, the Senate passed the final version of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2010 (H.R.2997).  The House of Representatives approved the bill the previous day.   This bill provides funding for the U.S. Department of Agriculture (USDA) for fiscal year 2010 and contains two provisions of interest to the horse industry. 2010 AHC National Issues Forum Focused on the Impact of Equine Diseases - July 1, 2010

This year’s American Horse Council’s National Issues Forum focused on infectious equine diseases and the impact those diseases have on our horses’ welfare and our industry’s health.  The annual meeting was held from June 20 to 23 and also included a Trails Forum, the annual Congressional Ride-In, AHC committee meetings, and a Congressional Reception. AHC’s WELFARE CODE OF PRACTICE CONTINUES TO GARNER SUPPORT - May 3, 2010

The AHC’s National Welfare Code of Practice continues to garner support from the horse community.  The Welfare Code outlines in generic terms what it means for an organization to be committed to the responsible breeding, training, care, use, enjoyment, transport, and retirement of horses.  Many associations have undertaken studies, reviews, and initiatives that show their commitment to the welfare of their horses.  This generic code is simply a continuation of that effort. NATIONAL WELFARE CODE OF PRACTICE ENDORSED - November 12, 2009

A national Welfare Code of Practice has been endorsed by the American Association of Equine Practitioners, the American Quarter Horse Association, the Kentucky Thoroughbred Association, the National Thoroughbred Racing Association, the U.S. Equestrian Federation and the U.S. Trotting Association.  The Welfare Code of Practice, drafted by the American Horse Council, outlines in generic terms what it means for an organization to be committed to the responsible breeding, training, care, use, enjoyment, transport and retirement of horses.
